Chapter 1. Evolving Legislation and Public
Policy Related to Disability and Assistive Technology
The statutes described in this chapter have
profound implications for individuals with disabilities
and their families as well as for the professionals
in the field who provide services to people
with disabilities. Because many children and
adults benefit from disability policies, rehabilitation
services, and AT, it is critical that stakeholders
continue to advocate for strong legislation,
increases in funding, greater access to technology
and services, and consumer-directed choice.
Community efforts to heighten public awareness
and recognition from policymakers will help
to eliminate the barriers to successful educational,
employment, and social outcomes for people with
disabilities.
Advocacy can yield many benefits in terms of
systems change and heightened resources. But
without a thorough analysis of the legal, organizational,
and theoretical premises upon which rehabilitation
is based, the impact of successful advocacy
may be seriously cmpromised.
